Sir,
I am directed by the Marquess of Reading to
transmit to you herewith a copy of a despatch which
he has received from His Majesty's Minister at Peking,
concerning a complaint made by the Chinese authorities
against a British firm in Hongkong, with regard to the
recruiting of Chinese labourers in China for Samoa.

Lord Reading will be glad to receive in due course
any observations which Mr. Secretary Thomas may have to
offer on this case, before deciding what action should
be taken by Sir Miles Lampson as regards replying to
the Chinese authorities.
